MANILA, Philippines — The Land Transportation Franchising and Regulatory Board (LTFRB) has issued more than 1,000 special permits for buses and utility vehicles (UVs) in anticipation of a surge of passengers on All Saints’ and All Souls’ Day or “undas.”

“First of all, as early as October 15, we approved a special permit for buses to travel on routes that are not theirs,” LTFRB Chairperson Teofilo Guadiz III said at the Bagong Pilipinas Ngayon briefing on Wednesday.
